CHIPPEWA FALLS — An Arksansaw man accused of displaying a pipe bomb in the campground area at Country Fest, and reportedly told a woman he planned to throw it at the stage, has been charged in Chippewa County Court.

Jeffery L. Wotring, 61, was charged Monday with making terrorist threats, which is a felony, along with misdemeanor charges of possession of cocaine, marijuana, drug paraphernalia, and disorderly conduct. He was released on a signature bond.

According to the criminal complaint, a woman staying in the campground area at Country Fest in the town of Arthur told sheriff deputies on June 24 that a man in a nearby camper "showed her what he stated was a pipe bomb. She described this item as being metallic, not plastic, and silver in color with a pin fuse. (The witness) stated the male subject told her he was going to throw it into the main event area." She was able to describe the man and his campsite.

Officers located the man, identified as Wotring. Inside his camper, a deputy saw, in plain view, a three-inch long silver "improvised tube destructive device." Officers also found a substance they believed was cocaine, in the amoung of 3.8 grams. They also found 2.8 grams of marijuana.
